Firms are qualified for a period of three years. Firms are strongly encouraged to requalify at least six months before their qualification status expires. A firm's qualification is dynamic and subject to review. Should future events result in substantive changes in the information provided in the qualification application, the Contractor Qualification Unit must be notified immediately by contacting the contact the Prequalification Hotline at (718) 472-8777 or email, Monday through Friday, 9:00 am - 4:00 pm.

Vendor Access System

Doing business with the SCA has never been easier. Our Online Prequalification Application offers the following features:

  • It is a "smart" system. Depending on your input, you'll be asked to provide only the information that applies to you and your line of business – no wading through questions that don't apply to you! 
  • You don't have to finish an application in one sitting. Once you register and set up your username and password, you can save your work and return to complete it at a later time that's convenient for you.
  • As your company grows and changes, you can update your information online at any time. 
  • Online help is always available, and our hotline staff members are only a phone call away (718) 472-8777.
  • A progress meter shows you how far along in a process/application you are, and the navigation menu shows you your completion status.

Who Needs To Prequalify

Prime Consultant  Must be qualified at time of award. 
Prime Contractor Must be qualified at time of bid opening.
Named Wicks Subcontractor  All Wicks subcontractors must be prequalified at the time of bid opening. In addition, for Wicks-related work that is valued at or above $1,000,000, please note that all Wicks subcontractors proposed for such work must also be prequalified for work above $1,000,000.
All Other Subcontractors Must be qualified or submit an online prequalification application prior to submitting a Subcontractor Approval Form (SAF).
Supplier/Installer  Must be qualified or submit an online prequalification application prior to submitting a Subcontractor Approval Form (SAF).

When reviewing a firm's application, the SCA's assessment includes a thorough but timely evaluation of a variety of requirements including, but not limited to:

  • Experience, including but not limited to, a minimum of two years in business and applicable references;
  • Quality and timeliness of past performance;
  • Financial capability;
  • Reliability and responsibility;
  • Safety record;
  • Compliance with equal employment requirements including Locally Based Enterprise (LBE), Minority Business Enterprise (MBE) and Woman-owned Business Enterprise (WBE);
  • Enrollment in New York Stated Department of Labor (DOL) approved apprenticeship training programs for those trades in which an applicant seeks prequalification (see exception below); and
  • Integrity of the firm, its key people, affiliates, current and past owners, and principals.

An exception to DOL approved apprenticeship program requirement applies to firms that participate exclusively in the SCA's Mentor Program. However, if a firm seeks to employ apprentices, only apprentices registered with the New York State Department of Labor may be employed. The New York City Comptroller provides the rates and ratios applicable to registered apprentices through the Prevailing Wage Schedule §220.
